Admirals have strong and cheap naval units, but weak and expensive vehicles. Infantry are more expensive.
They can recruit Officers, Seals, and Missile Boats.
They have a minor, major, and super power.
Minor (25 LP) - Blockade - Turns all fords into deep water only you can traverse in a 5 hex radius for three turns.
Major (50 LP) - Bombardment - Refills movement of all your naval units.
Super (100 LP) - Naval Superiority - Turns all shallow water into deep water only you can traverse. Every port you own is granted a cruiser.
