Terrorists have cheap infantry, but a weak and expensive navy. They can recruit suicide bombers, carbombers, kamikaze subs, and kamikaze planes.
They have a minor, major, and super power.
Minor (25 LP) - Terror - Enemies in a radius of 3 from target location have their damage reduced by 50% for one turn.
Major (50 LP) - Salvo - Stores a free ballistic missile in each silo you own.
Super (100 LP) - Jihad - Builds a free suicide bomber on each barracks, a free kamikaze plane on each airport, and a free kamikaze sub on each port. These units cannot move or attack this turn.
