Privateers have cheap fast naval units, and slow expensive aircraft. They can recruit Gunboats, Dreadnoughts, Torpedo Boats, and Tugboats.
They have a minor, major, and super power.
Mini (3) - Blockade Runners - Target naval unit gains skirmisher until your next turn.
Minor (25 LP) - -
Major (50 LP) - Keel Haul - Naval units you control do 25% extra damage and earn a bounty equal to 30% of the value of units they kill.
Super (100 LP)- Mutiny - You may bribe up to 3 naval units opponents control for 100% of their value.
